Enabling Conditions
In 2025 Eugene Hooks was awarded a Winston Churchill Fellowship to ‘understand the enabling conditions for circularity to thrive’.
The lucky fella got to travel through the United States, United Kingdom & Europe for 8 Weeks. The purpose of the fellowship is to learn from experts globally and return to inspire and make change locally. Eugene engaged with circular initiatives globally, meeting with people and organisations working across government, design, manufacturing, education, finance, research and community initiatives.
Eugene set out to learn how circular solutions have failed, survived and flourished. He sought and understanding of where progress is being supported and constrained and what Australia can learn from these international experiences.
Explore the findings:
Listen to the Churchill Fellowship Report – Hear Eugene's observations, experiences and reflections from his international research.
View the Illustrated One-Pager – Explore the enabling conditions for circularity through an accessible visual summary, designed to encourage discussion and application across sectors.
Both resources are freely available to support education, collaboration and action. If you would like to dig deeper into specific learnings or explore opportunities for working together then please contact Eugene directly Eugene@and-or.au
Eugene's research was made possible through the support of the Winston Churchill Trust and the many individuals and organisations who generously shared their time, knowledge and experiences throughout the Fellowship.
The illustrations within the one pager were created by the wonderfully talented Elise Motalli. Elise can be contacted at elisemotalli.com
